- Do not count the Bengals and Bills game.
- Put the AFC Championship Game on neutral field.
The #1 seed gets the bye. That's their reward.

The problem here is seeding. How do you seed the 1-3. It matters a lot, because ONE team gets a 1st round bye and home field advantage. If Bills won week 17 and 18, they would have had the #1 seed. But that same token, if the Bengals beat the Bills and the Ravens, and the Chiefs lost, then they would have had the #1 seed. I do not see why making the Championship game on a neutral site is a big problem, if the Chiefs beat the Raiders.
