Don't be silly, just 2/3rds of them.
If that is supposed to be the 'in the process of blowing the whistle' then I think its a good rule. It sucks if it hurts your team, but it does take time to bring a whistle up and blow it. Now if I ever heard a ref say "I meant to but I forgot" I would think that it was both very funny and very wrong.
The rule makes sense to me, but when used in certain applications (Brad May) it's a farce.
