But head-to-head has to count more than any other loss when two teams have the same record.

ND fans are well aware of this issue. In 1993 ND beat Florida State at Florida state and the next week lost to #17 Boston College. Florida State was awarded the National Championship. After the BC loss both ND and Florida State won all the rest of their games. BC was least ranked in the top 20.
But voters discounted head-to-head.
