You will draft 2 players from each decade, only one of which can be a HOFer, MVP or Cy Young Winner. So you cannot have more than 12 HOFers, MVP/Cy Young Winners.

My understanding of the underlined is that it's a option of taking 1 HOF per decade not a requirement.

Not sure why you have to question me every time I give you an answer to a question, everyone knows what the rules are, we are 113 picks into the draft and to this point not one single person has tried to draft two players who were not hall of famers from the same decade because despite the wording not being perfectly clear it was obvious what we are doing, not to mention I didn't come up with the rules for this draft, I simply copied and pasted from what Shane, UK and Milk had decided, you asked for a ruling and I gave it.

There are always non-HOF players available and that is part of the strategy, if's why I used HOF picks for 7 starters and 5 pitchers. Then used non-HOF for the bench and bullpen. I just thought it was clear but isnt a big deal
