April Fool's! No such plan is being developed and Trump is now waiting until after 2020 after rolling this out yesterday because he doesn't understand how agenda setting works.

He just makes absurd claims about things working better - wall will stop immigration, healthcare will be cheaper/better, tariffs will help the economy - with no actual evidence that any of those things will do any of those things.
