My understanding is that an MOU was not legally binding unless stated as such within the document. In that case, Trump is right here and the aide probably shouldn't have tried to upstage his boss (I mean, that was probably a bad idea even if Trump is wrong).

Actually it is a contract. Basically the argument was over the name itself which is very comical. In the end they aren’t calling it a MOU and now a trade agreement.
