How about you didn't include "Active" players. Your OP suggests highest 4 since the stat was created. I will go out on a limb and say thats not true.

I honestly have no clue what "action" players even means but I can't think of another QB who would have a higher QBR than 69.6 . I'll just trust the link I guess. In any event it 2 great matchups of QBS
