Any school is going to recruit over him period, including the school he signs with. What I am saying is that there is zero binding commitment either way so signing does nothing except limit who the prospect can talk to.

Lots may honor it. What I'm saying is that, from an enforcement standpoint, there is nothing compelling either side to honor it, aside from their word.
