No. He slowed down, he started to turn. In full speed, it's so subtle enough to be avoidable. Plus, Dumoulin's head did not lower. Wilson's shoulder did rise into the hit.

I dislike that they also don't seem to take the fact that Dumolin was already engaged with another player into account. It's pretty cheap to hit someone while a teammate is already hitting him. When you are in contact with one player, there is no way you can adequately protect yourself from another. It's one of the most subtly dirty things that can happen on the ice.
