think you might be confused. 96 and 97 teams were top of the league talent. We dispatched the Mariners with Randy, A-Rod, Griffey and Buhner pretty easily, but the Yankees were our kryptonite- like they were for the majority of that timeframe. 98-00 were slightly below .500 teams, and by and large, the Orioles hung around 67-74 wins for all but two seasons from 01-12. They were the definition of mediocrity during that time frame, as Angelos refused to get involved in the international FA market, and refused to give out any big pitching contracts.

1989, and they still finished right outside of the playoffs, they went down to the second to last game in what amounted to a head-to-head against Toronto for the rights to a one game playoff.

The only 90's Orioles teams I'd say were objectively bad were the '91 and maybe '90 squads (and even they were 76-85), but they weren't historically bad. Other than that, they hovered around .500 or better. Not a terrible decade, but not that relevant outside of 96, 97 and 92 (and they faded down the stretch that year). The 1988 Orioles, however, were pretty abysmal. 2018-21 Orioles were laughably bad. They've made quite the turnaround.

MLB TV put up a graphic showing the worst ever records of the modern era and the '62 Mets were like 3rd or 4th but the 1916 Athletics were the worst...until this year's White Sox

The Mets were indeed 40-120 for a .250 winning %

The 1916 A's were 36-117 which is .235

The Sox are actually going to win today so will move to 32-109, which is .227

The 1899 Cleveland Spiders were 20-134. The same people that owned the Spiders owned the St. Louis Cardinals and decided to make one good team. So they shipped anyone good to St. Looie, including Bobby Wallace Jesse Burkett and Cy Young. The Spiders got crapola in return. They were, in every sense, the Cards AAA team and fared as well as a AAA could do in the Majors.
