Are we talking "very inefficient" compared to his perceived value, compared to other players in the MVP race, compared to his own prior seasons, or just overall?
His numbers were probably overvalued but I'm not sure it's entirely fair to call him "very inefficient" last year if we're talking about him compared to everyone in the NBA. But I'm willing to hear the argument against him.
So very inefficient might be a tad unfair, but 42% from the field with 5.4 TOs a game is pretty bad. If not for Harden last year, it would be single season NBA record.
Not much to argue, those numbers speak for themselves. And yes, I am really comparing him to other "great" players. Comparing Westbrook to guys like Emmanuel Mudiay doesn't make sense.

You are making assumptions about people you know nothing about. A casual fan to me means somebody who watches for fun, but has no significant background in the sport. That does not describe everybody here. Maybe you, not everybody.
