You can’t add that much value. You are right on the luxury tax line. What you can do is replace those expiring contracts with MLE types and trade the players you deem expendable. But, those moves aren’t going to be the upgrades you are claiming.

If Bradley Beal were on the trade market, there is a 0% chance Milwaukee would be able to come up with the best offer. The Wizards won’t want players like Bledsoe if they go full rebuild. He would be nothing more than salary filler. Divencenzo is about the only player on the roster that would move the needle a little bit, and the Bucks would have to add a lot to that. More than they have. A bunch of picks near 30 won’t get that done.
