Yes. He kept saying that he kept having to back it down because 42 was going, that he backed it down to 25% throttle, 42 still didn't go, and that he had no choice. And also said its too tough to give the spot back once everyone is up to speed (it isn't because we're all seen it done).
What really happened was he anticipated Montoya's restart (which any good driver does) but he guessed wrong. It happens. He just doesn't want to admit it. His biggest screw up IMO was not giving the spot back. Regardless of the jump, everyone knows you can't beat the leader to the line. JJ's car was so good he could have gave the spot back and still probably won the race. Instead he kept going and got penalized.
