He was speeding and he caused somebody to have their leg amputated.

5 over the speed limit is not speeding. Most places that is the norm. They won't pull you over for 10 over in Dallas. The car did not have their lights on or flashers on the road. You shouldn't be out of the car, you should wait till the police respond and stay buckled up in your vehicle. Sad situation but from those details it sounds like an accident.
