The Rangers are maintaining interest in adding some free-agent arms to their bullpen and have been in recent contact with the representatives for right-handers Adam Ottavino and Cody Allen, per Ken Rosenthal of The Athletic (Twitter links). However, the likelier route is that the Rangers will add multiple lower-cost relievers rather than one higher-end piece. Rosenthal adds Adam Warren to the list of potential Texas targets and notes that the Rangers are also still looking to add an infielder.

Your right. Despite being cheapskates, why would a good pitcher want to come here, with no chance of competing.Not surprised, as I know you aren't either Duane. There was never any chance the Rangers were going to sign either Ottavino or Cody Allen. That would have gone completely against the way they have been spending money the last 2 seasons. If they add an infielder it would likely be someone like Hanser Alberto because this team is not in spend mode on any players. Hope that changes drastically in a couple years but the cheapskate route is what we can expect for this season for certain.

Woodward was asked about this at the Winter Meetings. The Rangers would obviously love to have a rotation like the Astros and Indians had last season, but not many Major League teams are that fortunate. The Rangers are less fortunate than most, so Woodward understands the need to be open-minded and creative when it comes to his pitching staff. He also knows there is data that supports the idea that many pitchers are effective for no more than two times through the lineup. But this whole idea of "openers" is still in the experimental stage, so there is no telling yet if it will become standard operating procedure or a passing fad.
