I expect the Cubs to make a move
After checking multiple baseball info web sites, there seems to be a consensus as to the teams in the early running for his services. Those being, the Cubs, Yankees, Dodgers, Cubs, Braves, Rangers and Diamondbacks. At the same time, each questions the Cubs ability to land him, not due to lack of $$, but due to a lack of interest in him playing for a perennial loser.
As such, my question on the reamining teams is, which team both has the most $$ to spend, and has recently shown its desire to continue to spend it?

There isn't really a single answer to your first question, is there? Seems that the Dodgers, M's and Rangers have all been on recent spending sprees (could be that there are other teams I'm missing who have also recently increased payroll significantly). As far as your second question goes, I'm not sure how informative a team having recently "shown a desire to continue to spend" really is. For example, I could see how some teams might find it a good PR to publicly express more interest in Tanaka than they really have, while others might think it advantageous to try and acquire him in a more private manner.

The Yankees are the Yankees and will always spend big. They are well known world wide as their brand is so large.
They are reportedly going to throw out the budget for Tanaka, they need him more than the Dodgers. Who could be hurting themselves as if they give Tanaka a super huge deal, then Kershaw is going to want a even bigger deal from them. And you already have Grienke making $26 mil per year. So Kershaw will probably ask for $30 mil per year.

While I definitely expect the NYY, LAD, and perhaps other teams to make a strong effort to get Tanaka, here is an excerpt that I think is encouraging for Rangers fans: "That adjustment period is why plenty of people believe the Rangers have a huge advantage. Since Tanaka and Darvish are workout partners, Tanaka could have an immediate comfort level in Texas. Still, the Yankees remain the consensus favorites to land him because he's so critical to their off-season."

This is how bad things are for the Yankees in regards to their pitching and farm system: it’s actually a lower risk for them to give Tanaka 10 years and 200 million dollars than it is for them to not sign him and go with what they have and will have for the next five years.
I'm not saying they WILL give him 10/200, just that this is a must have player for the Yankees if there ever was one. They're the most desperate for him and they have the most money, it’s a no-brainer.

Good point; had Choo not turned them down, I would have agreed with the latter as well. It does leave an opening for doubt, doesn't it?
