If it's Darth Goddell, does that make it Moff Stern?

There was a controversy in English soccer not too long ago that was similar to this. It seems a bit stupid, although there are, I guess, reasons for those sort of rules.

the next time he wants to rest players, Pops should have the starters all just go out and sit on the court.

Stern handled this poorly. He should have done something behind the scenes. I understand his anger. It's a nationally televised game on what's become the NBA's featured weekly event (Thursdays on TNT). You want your best product to be displayed. And Pops is a smart fellow. He deliberately did this. He couldn't rest them against the Wizards or Magic? Nope. He wanted to take a little jab at the league because that's what he does.

But now the way it looks is the commish has fined a coach for how he manages his team. This opens up a hundred different scenarios. What happens when teams tank (like the Warriors last season)?
