Catching the ball in bounds and then stepping out would be a safety, would it not?

I think it would depend on the circumstances....for example, momentum carrying you out would not be an issue....at least that's my interpretation.

What would be the difference between a KO returner catching the ball in the end zone, in fair territory then running (stepping) out the back and what Lee did last Sunday against the Bengals?

Yeah, it's not a safety if he catches it in the Endzone. Only if it's something like what Lee did, but on a KR that would mean a squib that bounced to like the 2 yard line before someone got it and ran into the endzone and out of bounds.

The Niners had possession outside of the endzone. The best example to compare a KR stepping out when he gets possession in the endzone would be a DB getting an interception at the back of the endzone and falling out of bounds. It's not a safety.

So if the KO returner catches the ball in the end zone and does not down the ball (by putting a knee down), then steps out of the back of the end zone that would not be a safety? Interesting...

It's a TB. Since his team gained possession they have not had the ball in the field of play.
