According to keim scot will keep all of the skins scouts on board till sometime next year then he will slowly build a scout team for next year so scot input will be small in this years draft according to keim

Yes that was reported shortly after McCloughan was hired. Remember McCloughan had his own scouting agency prior to being hired but you are correct a really good scouting department isn't just one guy. The hope is that Dan lets McCloughan hire the guys he needs to be successful.

I highly doubt Snyder hired Scot, gave him a bunch of money, and sent him to the Senior Bowl just to sit there on draft day and watch his underlings who he did not hire, draft for him while twiddling his thumbs.

So basically this year's draft will be a wash because his impact will be minimal this year ? So we as skins fans shouldn't be all gun-ho
On this year's pickings?

Dan Snyder didn't hire McCloughan just to sit in a office and twittle his thumbs he wants him highly involved with the whole draft process so he will have a good say in who gets drafted

Basically, the way it works is that scouts have a contract season that usually expires after the draft, similar to coaches who's contracts expire after their last game of the season. So scouts are not available to move around until then. So Scot has to go with the existing scouting department this year. This does not mean that he will be ineffective this year. Remember, he was doing his own scouting before he took this job. We also don't really know how effective this scouting department is as we are not privy to the recommendations and grades they gave players over the last few years and if those recommendations were heeded or ignored by the front office. After all, the scouting department only brings info. It is the FO (and now the GM) that will make the final decisions on what players to acquire. You can best believe that any player that Scot will consider to take in the first few rounds, he has done his own scouting and personal interviews on.
