Here's the solution:

Manufacture and install 20,000 signs every 1/10 mile along the 2,000 mile border. At $100 per sign, total initial cost: $2 million. In both spanish and english, the signs read:

"Anyone caught illegally crossing the border will be placed on the border wall construction crew chain gang."

If the signs become an effective deterrent, then there would be no need for a wall. If not a deterrent, then there would be plenty of cheap/free labor available for constructing the wall, saving taxpayers' money. Win/win.
