It's important to note that hockey happens on every square inch of the ice, and checks are part of hockey. It wasn't so late that it could be considered out of line, and to time something like that up is nearly impossible going at that speed. I find it very highly unlikely that Chara intended for this to happen. In fact, it wouldn't have even been a penalty if the turnbuckle wasn't there.
The league needs to look into this. Simple tricks of engineering, like changing the shape of the shift from bench to glass to make it more gradual or simply adding more substantial padding, would at least help combat such incidents. Since it's happened before and just happened again, I would consider it lazy on the league's behalf to use Chara as the scape goat and suspend him rather than trying to make the rinks safer for the players.

I agree. The space between the benches should be rounded. There will always be angles that COULD result in an injury, as seen in the video below, but a rounded area would reduce the risk.
