Let's say that the clock shows 25 seconds and is running at the end of the game. The offense runs their FG unit out. The defense is allowed to substitute, and the ball cannot be snapped until they have been given the opportunity to.
Is there anything preventing the defense from substituting very slowly to run out the clock?
