The talk on Javonte Williams this offseason has been misleading and inconsistent. Payton also said "Hopefully he doesn't have to start the season on the PUP", right after he made his comment.

I get the idea with all of the inconsistent quotes about Javonte that the team is more on the side of thinking he will be ready but they also don't want to count their chickens before the eggs hatch.
