That's actually the correct call. It's normally not called that tight though.

FIFA rule 11

A player is in an offside position if:
He is nearer to his opponents’ goal line than both the
ball and the second last opponent.
A player is not in an offside position if:
He is in his own half of the field of play.
IFAB Decision 1:
Consideration should be given to any part of the head,
body or feet of the attacker in relation to the second
last defender, the ball or the halfway line .
For the purposes of this decision, the arms are not
considered to be part of the body.

I do recall a flash video they had that did show a player being offside because of just his arm. I'd try to find it but I'm lazy. You just have to take my word for it.

And as a defender I like to see it called every time. lol
