I think he's losing votes because he doesn't get the 'intangibles' label like a guy like Fedorov and because he was never really regarded as the best player on his own team since in Buffalo he was largely in the shadow of LaFontaine, Bure in Vancouver, and Sundin in Toronto.
EDIT: Not arguing for him over Fedorov, just picked him because they mostly played in the same years, obviously the Russian connection, and because of similar career PPG stats.
