I'm just saying I don't think that is predictive data. I agree with your point that there are sure fire college guys - and three are college guys with apparent high ceilings - that are tempting for NFL GMs to reach for. I even agree that is shows a trend - pretty clearly.
Each pick - though is individually made. Each draft order also could include good teams who don't need a QB early, but are picking early, or more teams who picked a QB last year and don't need a top one this year. Also random by year would be the number of Von Miller type players at the top of the draft, who are not QBs, but sure fire picks. Finally - no team picking 5-10 is going to be dissuaded by this data if they think the QB they want is the right guy.
This data doesn't lead me to say - well.... problem solved.
