I think it's between him and Mike Brown from the Bengals. While you have to give credit to Baalke for getting Harbaugh, Aldon Smith, Chris Culliver, Carlos Rogers, ect. Not only did Mike Brown get his team it's new QB and star WR with his first 2 picks, but he also gained 2 possible 1st round picks for a guy who was never going to play another down for them anyways. I'd give the slight edge to Baalke, but Brown deserves some credit after being scrutinized heavily over the past decade.
