Only time play continues as a "Free Play" is when the DL guy jumps offsides (neutral zone infraction, bs) and does NOT touch, contact an OL. If there is another scenario, someone in here will help us.
I cannot think of another offside penalty when it is a "Free Play,"

Going for it on 4th an 1 is something like 70 to 80 percent successful. It was the smart decision.

Eagles are currently fielding their 13th or 14th DB of the season.
