when the DL guy jumps offsides, BUT does not make contact with an OL, then it is a free play -

IF the DL player that jumps makes contact with the OL, then play is dead, and 5 yr penalty, etc

That isn't what always happens. That's the old rule. Starting this year they've been killing the play without contact.
