Kerwynn Williams would be a good replacement for B. Scott, but I don't think he'll steal the starting job from BJGE, we need better production from the running game.
I can see the Bengals going LB with the 1st pick but with Ogletree and Te'o most likely off the board, Steelers and Giants respectively, the Bengals opt for the best player available.

Banks won't be left at 21 so your entire reasoning is a moot point. To many teams need a CB for the 2nd best CB to drop into the 20's. He won't drop past the Buccs at 13.
maybe we'll just select the best player available and try to use free agency to fill holes.

Oakland, Philly, Cleveland, Detroit, Miami, SD, Carolina, TB. Then NO, NYG. And those are just the teams ahead of us. No telling who could trade up.
Oakland- They have the 3rd overall pick, I don't think they're spending it on a CB. With Richard Seymour not returning they'll most likely spend the pick on a D-linemen most likely Star Lotulelei or Damontre Moore.
Philadelphia- They already have former 1st round picks Dominique Rodgers-Cromartie and Nnamdi Asomugha they're not spending the 4th overall pick on a CB. Not going to happen. They need an O-linemen or pass rushing LB to play in their new 3-4 defense. I could see them going with Damontre Moore, Luke Joeckel or Bjoern Werner.
Cleveland- Has CB's Joe Haden and Buster Skrine (85 tackles) so it's doubtful a CB is on their radar with the 6th overall pick. They need a pass rushing LB. I could see them targeting Bjoern Werner or Barkevious Mingo.
Detriot- The absolutely go for a CB and that player will definitely be DeMarcus Milliner.
San Diego- I live in SD and they don't need a CB. They need a pass rusher, still haven't found Merriman's replacement and an O-lineman. I could see them going for Lane Johnson, Dion Jordan or Barkevious Mingo.
Carolina- Needs needs DT's and safties. I could see them going for Johnathan Hankins or Sheldon Richardson or Kenny Vaccaro.
Miami- Already has Sean Smith and Richard Marshall I would find it hard to believe they would spend the 12th overall pick on a CB when they need a WR, DE and with Jake Long's recent injuries and pending Free Agency an OT. I could see them being a wild card and going for DE/DT Sheldon Richardson or WR Cordarrelle Patterson.
Tampa Bay- Could Tampa take a CB with the 13th pick? Yeah, it's possible but considering they run the Tampa-2 where man coverage isn't a priority I could see them waiting until the 2nd round to draft a CB where the value would be greater. And let's not forget they had the 5th overall pick last year where they could have easily selected Morris Claiborne but opted to trade out of the spot. I'm not just saying this to be argumentative but I honestly feel they will upgrade their O-line with this pick either with Chance Warmack or Eric Fisher. I just have that feeling about this pick.
New Orleans- I think anyone who's watches a Saint's game the last two years know Roman Harper is the slowest safety in the League. They could also use some big bodies on their D-line. I could see the Saints going for Kenny Vaccaro or DT's Johnathan Hankins and Johnathan Jenkins.
Giants- Their biggest need is LB not CB. I could see them going for Manti Te'o.
