League planning to make an announcement of an expansion franchise to Las Vegas with the team to start play in October 2016.
Makes sense to have a 31 team league. Prime numbers are special and Gary knows this.

3 ten team divisions with one floater team is what most people are saying.
That would be perfect. The floater could just be last year's SC winner, so that the divisions can change from one year to the next too.

So does the league announce another expansion team at the same time to have an even number? If they didn't force the other city to have a ticket drive, you'd think they must feel they're looking at a sure thing. But other than a second Southern Ontario team or Quebec City, what could they consider a sure thing?

Or do they do their best NHL impression and end up with three divisions of 8 and one of 7 teams?
No in addition to Vegas they are adding a team in Santa Fe to solidify the southwest market

The Seattle metro area population is 2.5+ times the size of the Las Vegas metro area, and this doesn't include fans coming from other parts of WA, OR & ID. Further, the state of WA itself supports 4 WHL teams with a combined average attendance of approx. 20,000. Taking the average attendance from Seattle & Everett alone, add in the factor of a professional team in a prime location as well as the demographic overlay of the region, and it's hard not to put an NHL hockey team in Seattle.

As for Quebec and Winnipeg, they are two cities that have small population bases and a small core of large corporations. In a few years Winnipeg (and if Quebec gets a team) will be back in the same place they were in the mid 90's: the cities just don't have the population, corporation and a potentially weaker Canadian dollar. Yes, those cities love their hockey teams but in the end they'll be relying on the salary cap and payments they receive from the larger market teams. Don't kid yourself about Las Vegas or Seattle.

So 5 teams from each division and the floater make the playoffs. You want the defending champ in because teams want a chance to knonk them out.
That would have helped the Kings this year.
