If the Rams had wanted to be all-in for 2020 or 2021 they would have restructured Donald's 2020 salary. The Rams won't be all-in in 2022 either...but it's nice to see the media saying that you're all-in. It helps motivate the players and fans.

That said the Rams will lose talent in the current offseason. That's just inevitable. The main point of the salary cap policy is to strengthen the weak teams by weakening the strong teams, and it's a good policy.
