I heard an interview with Chip and he said that his offense isn't built around a quarterbacks ability to run, that ability is simply an added bonus in some cases. It's more about the ability to make quick reads and get rid of the football.

While Barkley may certainly fit in Kelly's up tempo offense, I believe never will he be considered a duel threat. To see that in Kelly's up tempo offense we will most likely see it run with Mike Vick
The problem with Vick running that offense is that he has never been very good at making the right read quickly enough in a standard pro-style offense. Doesn't seem likely that he'd thrive in an offense where he has to make the right read even more quickly.
No doubt that he will be afforded every opportunity to be the starter, but I think that at some point we will see either Foles or Barkley as the starter.
