Yes. He is the best ever at what he does at a single position? I know its just kick returns but we will remember his name.
Without a doubt. You can't change the game and then stay out of the Hall of Fame. When you're the type of player that other teams avoid just so you can't beat them, it's time for you to go into the Hall of Fame.
As to the silly argument that other players could have done this if they were allowed to. Deion Sanders was returning punts and kicks all the way up until the last year or two of his lengthy career. If you're thinking Randy Moss could have done this if he was exclusively a KR/PR, you're a fool... at 6'5" he'd easily get tackled and chipped to prevent the returns.
I think Tim Brown might have been the only WR who caught 100 balls who also had a KR and a PR for a TD, and he also returned punts full time for 8 years with only two brought back for TDs (in those 8 years)... so, frankly, I think your argument is idiotic. Not only does it depend solely on a "what if", but there is plenty of evidence of good returners who excelled at other positions and still returned punts or kicks without the same success as Hester.
All good points no doubt. I don't think the argument is just limited to receivers though. What if someone like a Bo Jackson was returning kicks for several years? How do you explain Hesters success? He's not the fastest, strongest, most agile or elusive player the game has ever seen, nor is he the best combination of these abilities. What makes him so good at returns?
