I gotta disagree with the winning the division 2-3 times by now. By my count it would just be 1-2 times.Mediocre is far too nice a word for a QB like Bortles. If he was mediocre, they would have won the division 2-3 times by now.
Truth be told if Bortles was mediocre it'd probably involve coaching not being a warm suit if we're operating outside vacuums. But yeah, there are enough moving parts here one thing probably isn't going to sway things; though I did notice being 27th in takeaways. That'll tank a DVOA pretty fast; and quite frankly I think it was mishandled. In 2015, the Jaguars defense finished 31st against the pass in DVOA and was 26th overall in DVOA. They gave up the 4th most First Downs and were 27th in Takeaways. That defense wasn't making the playoffs.
Bortles actually was mediocre in 2015, too. He probably got lucky on a lot of risk/reward plays.

In 2015: 18th for the division winning Texans.
The 2014 Colts were are much more palatable 13th.
More broadly the organization is dysfunctional.
