In theory we'd like to believe the offense and defense has equal rights to the ball in the air, but in reality there are certain things receivers can get away with that the defender cannot.

But in that specific situation, the ball was underthrow, Lloyd was cutting back, and Brown couldn't stop his momentum. IMO that's a fair pass interference call
