Wouldn't governors need to sign off on any such move? WI, PA and MI all have Democratic governors so that wouldn't be a possibility there and thus would make this moot if those legislatures tried.
Probably depends on the state. The strength of the governorship varies from state to state and depending on state laws, the governorship can be altered by a simple act of the legislature, and depending on the veto rules of the state.

In NC for example, after the 2016 election, when the incumbent R governor lost re-election and the R's lost their super majority in the legislature, they passed a bunch of lame duck session changes to weaken the governorship for the incoming D governor. Mind you, many of those changes are/were the subject of court challenges, with some having been overruled, but they still did it. We were also the last state in the country to grant veto power to the governor and I guarantee the only reason they didn't take that away too was because it was specifically added to our state constitution.

But those laws in NC were passed with the lame duck Governor in office, no?
