But those laws in NC were passed with the lame duck Governor in office, no?
They were, but also with the lame duck legislature that had just lost it's super majority in the election but still had it for another couple of months until the new legislature was sworn in. So even without the support of the outgoing governor, they could have overridden any vetoes if he'd had enough of a spine to issue one.

You're probably referring to Chiafalo v. Washington from earlier this year. They didn't rule faithless electors illegal per se, they ruled that states have the legal right to compel their selected electors to vote a certain way and that the state can either remove or punish (or both) a faithless elector.

GOP Texas lieutenant governor offering $1M for evidence of voter fraud​


Patrick said he is offering the reward to "incentivize, encourage and reward people to come forward and report voter fraud." Anyone who provides information that ultimately ends in an arrest and final conviction will be paid $25,000 minimum.


Love the response from his counterpart in PA

Pennsylvania Lt. Gov John Fetterman (D) responded to Patrick's move on Twitter.

"Hey, Governor Patrick- it's your counterpart in Pennsylvania. I'd like to collect your handsome reward for reporting voter fraud," Fetterman said. "I got a dude in Forty Fort, PA who tried to have his dead mom vote for Trump. I'd like mine in Sheetz gift cards pls.

"ps. The Cowboys blow."
