the NHL wants to take all the uncertainty out of making the money and in a twisted way, the NHL BOG probably thinks they can grow the game in markets that are struggling by letting the teams in those markets become more competitive
I disagree. I think that if the players voted today to take the deal on the table or there is no hockey, the players would take the deal. The issue is that this deal still has a couple of days left before it is all or nothing. The PA will try to get a little more( softer towels in the visiting dessing rooms) and wont vote until it is almost too late. Final week, no sense in caving early now. But no sense in cancelling when they are this close wont happen either

To be fair the NHL says they highlighted and flagged that change a week ago and the PA didnt complain at that time. When the PA said something they changed it back. The NHL wasnt changing HRR. They were changing what would happen if a team misreported HRR and how much of an "error" they could make before the PA could claim damages.
Still a sneaky move but not changing the definition of HRR.
IMO Fehr knew it was there but didnt highlight it to the players. Since Fehr still thinks a better deal can be made if they wait a week he used this as a way to keep the players together against the evil owners.
