That's why I can't see this as anything other than "it belonged to someone important unassociated with the tour group and we're not going to open a shitstorm".

If someone can leave this they can leave, say, anthrax, and I don't think a civilian can leave anthrax in the WH without going unnoticed.

Just because DC is not a state does not make it legal there. It's not legal ANYWHERE. Your theories on what you constantly refer to as the "cocaine state loophole" are not accurate on any prong of your theory. And as we've discussed before, obscure laws you find in Slovenia do not hold up in any state OR JURISDICTION to be clear. As such I would reconsider following through on what you and your friends refer to as "Powderfest" in American Samoa.
