Made more difficult when a state's electoral map can be declared unconstitutional but no one's feet are held to the fire to change it so they just go ahead and use the unconstitutional maps resulting in a situation where a party can get 49% of the votes and only 5 of the 15 seats.

It's a data problem. You can probably get AI to create maps giving it certain parameters like numbers of voters and setting minimum and maximum distances for the edges of the districts.
