One News Source is actually calling it terror at the border

Another is saying the car had been stopped and instructed to move to another spot for inspection and took off.

The video shows it coming from completely outside the fence and launching in the air before impact and nowhere near the area where it would have been stopped and going far too fast for having been stopped.
