The score was tied,Holland is terrible with the bat and they hadn't scored since the 2nd inning. It would appear as though it was time to try and generate some offense late in the game. Probably the same reason the Cardinals pulled their pitcher for a PH in the 8th inning even though he had thrown 5 innings of shout out relief.
Had Holland not started the game by trying to trick Cardinal hitters with off speed stuff the 8th inning would probably have been a moot point.
