The extra legroom seats, either bulkhead or emergency exit, usually run from $25-75 depending on carrier and flight length.

A lot of people aren't great with travel plans. Sometimes they forget to do the check in and seat selection 24 hours before and end up with whatever seat is left when they get to the gate. Or his assistant is in trouble for mucking this up. He also could have been sitting next to a real fatty and the guy was like "Sit next to that behemoth for 10 hours? No fucking way! Not for 15 grand"
