True but that is pretty obvious interference. On the penalty checklist it meets a lot of criteria.

Could affect the ability of a player to compete. Check.
Is not an act that is subject to interpretation; Crosby hadn't played the puck. Check.
Could potentially cause injury/could be dangerous. Check.
