The rotation is predetermined and does result in stretches of consecutive home/away games for the same matchups.
So essentially looking at that after this season the Broncos could have 3 straight home games against New England if they finish at the same ranking within their division. No matter what the next game after this season will be a home game against NE so looks like it does balance out just as JDM said.

I tend to agree its unfair. Surely the NFL can create an algorithm during scheduling that addresses that. It should alternate
I don't think it's actually possible to have everyone's schedules actually alternate home and away and still have 8 home and away games each.
