Start Howell and see what you have in him. If the Oline behaves as sieve-like as they have previously, get Howell off the field to prevent injury, and start TH or preferably Wentz, becuase Wentz is guaranteed to not be back, i would think.

Be honest with TH, and offer him a reasonable contract. "We see you as a fantastic backup who has the chance to start, especially if Howell or other qb is not ready, but we're not going to invest $20m+ per season in you. If that's what you're looking for - starter's money - you'll have to find it elsewhere."

Realistically, there aren't many teams looking for a starting qb: Jets, Raiders (maybe), Broncos (maybe), Titans (maybe), Texans, Seahawks (maybe), Saints, Panthers (maybe).

Will any of those teams hamstring their caps for a qb who everybody knows can't make all the throws?

Spotrac is a really good cap site, but Heinicke ain't getting 19m. I wouldn't worry about that.

TH appears to be a good dude, but I am sure he knows the cowboys will be out for blood. Keep in mind, AG and Robinson will both be out it appears so the running game will be awful.
I would not be surprised if the cowboys secure 8 or more sacks. It will be bad.
