I believe the following is true... and if not.... Then I will apologize in advance to any and all if I have offended... as it was not my intent..
Here is what I believe. (Without confirming or denying any rumors)
The law requires a job posting to allow outside applicants to be able to be considered. (This is a function of those in HR to make sure that under EEOC laws, the employer has covered their ass.)
Bo, (Not knowing EEOC regs) would be caught off guard about any postings.
If, there is a search going on from Bo's perspective, (this would be done in a confidential nature or so he was hoping... to protect those who may not be here or may not be here soon, as well as potential candidates whom he is interviewing, so they would not lose their positions at whatever "U" they are presently employed at.

100% accurate. If contracts expire next week and the University knows that are not renewing the contracts and will need to find replacements; they are required to publicly post the jobs as you stated. So when asked if there are any openings in the current staff; the answer is 'no' since the questioned employees are still under contract and employees of the University. It's a win/win; Watson and Gilmore can leave without having a 'fired' or 'resign' on their resume and Nebraska can conduct a job search.
Of course; Wats and Gilmore could always apply again and Nebraska could renegotiate a lower salary similar to what happens all the time in MLB.
