The only reason Pelfrey is slotted into the #4 spot is because they want to be able to limit Norris's innings count. Norris is 10 times the pitcher and will have much better numbers. That being said.. Pelfrey is basically a #5 starter... and you don't spend big money on #5 starters... not even the Dodgers or Yankees do.

As Vice says, from a long-term potential standpoint, Norris is easily a #4 moreso than Pelfrey.
