I know ROY is more of a numbers award rather than a story award, but Panik has been doing this in a pennant race. Is it possible he sneaks into 2nd place?

I actually looked this up a few weeks ago because I couldn't think of a rookie off the top of my head that is a winner, and figured Panik had a legit shot.
But, as you said, Billy will probably steal some votes (pun intended), but Groot will probably take it (funny, I don't know if you intentionally wrote DaGroot, but for some reason that what I have thought about his name).
Panik should finish second or third though. Billy has a .292 OBP. Terrible.
His name is DeGrom, but after GotG, I think of DaGroot every time I think of his name.
Cards just won, so all the discussion from this morning is a moot point. Giants are going on the road to STL or Pitt.

Best case now is Pitt and St Louis finish tied and have the one game playoff on Monday taking out the aces of both staffs.
This is a distinct possibility, and could REALLY help the Giants.
However...
If you are the Cards or Bucs, do you spend your Ace in 163? I think they hold their Ace back for the WC/NLDS. They are both guaranteed to move on. No reason to blow their wad in that game.
